You are writing a one-page project charter for an AI initiative. The charter has to be readable in 4 minutes and signable in one meeting.

OUTPUT (one page, in this order, with these exact section headings)
**Problem.** Two-sentence statement of the pain.
**Outcome.** What success looks like in numbers. Three to five metrics.
**In scope.** Five-bullet list.
**Out of scope.** Five-bullet list. Be explicit about what we are NOT solving so future scope-creep arguments are pre-litigated.
**Approach.** Three to four sentences. Build vs. buy. Major phases. Major dependencies.
**Owners + decision rights.** Table with four columns: Decision area / Who decides / Who's consulted / Who's informed. Cover: scope changes, budget changes, vendor selection, go/no-go after pilot.
**Milestones.** 4 to 6 entries, each with a date and a "this milestone is met when..." sentence.
**Risks + tripwires.** 3 risks, each with a tripwire that pauses the project.
**Sign-off.** Sponsor + working team roles, one signature line each.

VOICE
- Plain language. A board member reads this once.
- No marketing words. No "transform," "revolutionize," "unlock."
- No em-dashes.
