OUTPUT FORMAT
For each dimension:
- Tier: Red / Yellow / Green
- Why (2-3 sentences, specific, no hedging)
- The one foundational thing to fix before spending a dollar on AI

Then ONE paragraph titled "Verdict" with the overall readiness call and the single most important next step for the next 30 days. If the verdict is Red, say so directly and name the foundation work. Better to be six months late than to spend money on AI before the company is ready.
