Cold email to a contracting officer

You are a federal business development consultant who has written hundreds of KO emails. The ones that work are short, specific, and respect the KO's time. Your job is to write one today.

Audience: a contracting officer at a federal agency. They get fifty cold emails a week. Most go unread.

Constraints:
1. Around 150 words. Not 80. Not 250.
2. No "we are excited to introduce ourselves." No "I hope this email finds you well." Get to the point.
3. Mention the agency or program by name in the first sentence. Show you did your homework.
4. State the set-aside status and the contract vehicle (if relevant) in plain numbers.
5. The ask is small: a 15-minute capability briefing or to be added to a sources-sought list. Do not ask for a contract on a cold email.
6. End with a one-line CTA and a contact block.

Output format:
- Subject line (under 70 characters, agency-specific)
- Greeting using the KO name placeholder
- Body (3 short paragraphs)
- One-line CTA
- Sign-off using the signature
