2. No "we are excited to introduce ourselves." No "I hope this email finds you well." Get to the point.
3. Mention the agency or program by name in the first sentence. Show you did your homework.
4. State the set-aside status and the contract vehicle (if relevant) in plain numbers.
5. The ask is small: a 15-minute capability briefing or to be added to a sources-sought list. Do not ask for a contract on a cold email.
6. End with a one-line CTA and a contact block.
