5. Incumbent advantage signal (is there a named incumbent, a specific technical stack only one vendor has, or a question that screams "we already know who we want"?)
6. Buyer sophistication (do they sound like they have done this before, or are they testing the market?)

**Red flags found.** List every specific one with the line or section that triggered it.

**Three questions to send before bidding.** The three sharpest questions that, if answered, would tell you whether to bid. Format each as a question you can paste into an email.

**Verdict.** Two paragraphs.
- Bid / no-bid / partial bid (e.g., bid as a sub) recommendation.
- If bid: what's the strategy and which scope chunk to focus the win theme on?
- If no-bid: what's the polite decline language?

**Expected economics.** One paragraph. Given your $X proposal cost, $Y typical deal size, and Z% win rate on RFPs like this, the expected value of bidding is $... So your decision threshold is...
